INCENTIVE:

Pietro Maximoff died during the Battle of Sokovia. Does he ask for his own revival? No. What Pietro asks for is the guaranteed protection of his sister, Wanda. He had made her a promise the last time he'd seen her: "I'm not going to leave you". He couldn't grant such a thing, but his primary regret is not being around to protect her anymore, the only reason he ever had for his own survival. So in exchange for coming to Eudio, he would request that she be taken care of, to be treated well, and to prevent any harm from coming her way. In the short time he came to be a member of the Avengers, he'd learn to trust them, but not enough to fully leave his sister in their hands.

FIT:

Having been a volunteer once before when he signed up for Strucker's experiments which gave wake to his powers, he understands the concept of signing up for something out of the ordinary in order to gain something in return. The fashion of the city's source of power would not leave him in any hesitance either, as deleted scenes from Age of Ultron showcased his habits flirting freely with women. Offering them gifts such as elegant dresses, he knows how to put on a charming smile that he'd wear during his time in Eudio.

CONSENT:

Pietro would have no qualms against the idea of consent, understanding the importance of having the option of choices. He'd suffered in Sokovia for years as the town was torn apart through harsh economy and war, the lower class forced into conditions they never chose. When Striker's team asked for volunteers, Pietro and Wanda were given the choice to sign up, choosing to take the risk to help their country get better. Upon later discovering Ultron's ulterior motives to destroy the human race, both siblings saw the forced conditions he was pushing onto the world. Seeing how clearly immoral it had, they'd left, not wanting to be reeled into helping such a catastrophe, instead joining the side that promised protection to the people. All of Pietro's life has focused on the importance of people being able to choose a better life and choosing to make the right choices, thus he'll have respect for Eudio's conditions all the more.

Essentially, Pietro is described as having "increased metabolism and improved homeostasis". All this basically means is that he has heightened speed, with his body altered to be able to withstand things such as friction and reduced oxygen that have negative effects on regular humans in regular to fast movement. The extra quickened force allows him to be rather strong, capable of handling enhanced humans in a fight such as Captain America (though not so strong as to take down someone like Thor). His reflexes are also improved greatly and his increased metabolism increases his appetite, leaving him quite fond of treats and candies.
